Current situation
Cambodia is one of the poorest and most underdeveloped countries in Southeast Asia. It is still struggling with the aftermath of the Khmer Rouge government in the 1970s, when the population was reduced by almost 2 million inhabitants within just 4 years. City-dwellers were moved out to the countryside and forced to work in agriculture; money was abolished, religious expression banned and a number of other human rights were restricted.
Cambodia now has a relatively stable political environment and GDP is increasing by an average of 5–7% per year. The clothing manufacturing, construction, agriculture and tourism industries are also developing in the country. Cambodia is a country with a lower average income and according to the 2017 Human Development Index ranked 146rd out of 189 countries.
However, despite this significant progress more than a third of the country’s inhabitants live just above the poverty line, with a high risk of falling below it again due to external factors. There are still marked differences in standard of living between the individual provinces and between cities and rural areas. People face problems in access to quality education and medical care is not up to modern standards. In rural areas there is still no constant accessible source of drinking water, and there is no proper waste management system in place in urban housing estates. The need for foreign cooperation is still high.
CzechAid activities
Until 2017 Cambodia was a priority country for Czech development cooperation projects. In geographic terms these projects were concentrated in less developed parts of the country. They dealt with problems in health care, education and the development of renewable energy sources. The current cooperation programme for the period 2018–2023 follows up on previous experience and is focused on the sectors of sustainable management of natural resources and inclusive social development.
The Czech Development Agency will be supporting projects designed to improve drinking water supplies, sanitation, the protection of water sources and waste management, with the aim of reducing the incidence of diseases. By increasing the capacities of medical staff, equipping health care centres and implementing awareness campaigns in selected localities we help to reduce the death and malnutrition rate amongst new-born infants, children under the age of five and their mothers. In the field of education CzechAid activities focus primarily on ensuring the provision of affordable, quality and inclusive professional, apprentice and higher education, including university education.
