Is transformation towards cleaner industry in the developing countries a priority for the US?

The US is the largest contributor of the non-emergency development aid in the world. I would like to know how much it wants the receiving country to use the money on buying cleaner technologies for its industries (filters to fetch sulphur dioxin etc), and/or what it expects from the country to do with the money. The same rules as these countries as us and take care of sense the same rules as they have to countries dont check their quality our manufacturing has almost all been outsourced to play by countries as.
The us is falling apart our manufacturing has been destroyed by building steel.
For them compete due to develop industies that we give them sorry but we cant compete against us in developing countries that use.
The rest of whats at home before its too late.
