In accordance with Government Resolution No 435/2018 of 26 June 2018, the Czech Republic’s Foreign Development Cooperation Plan for 2019 with a financing outlook until 2021 was approved, which newly includes Ukraine among the specific countries of the Czech Republic’s Foreign Development Cooperation. The resolution allocates CZK 10 million for development activities under the Czech Development Agency (hereinafter “CzDA”) focused on the reconstruction and support of democratic transformation of Ukraine for the period 2019–2021.
The CzDA continues to implement the Modernization of the Public Education System in Ukraine (Modernization of the Public Education System in Ukraine II Program, respectively) based on the Memorandum of Understanding signed between the CzDA and the Ministry of Education and Science of Ukraine on February 28, 2019. The Program is focused on the education sector. It aims to support the reform of the education system and bring Ukrainian higher education closer to European standards. The programme is built on the following three pillars:
I. Pillar I.: Technical assistance to central institutions with the reform of the education system
The aim of this pillar was to provide Ukrainian educational institutions with the knowledge to reform the education system according to EU standards.
II. PILLAR: Inter-university cooperation
Projects under this pillar are aimed at inter-university cooperation between Czech and Ukrainian universities. Particular attention was paid to the establishment and/or adaptation of a quality assurance system according to the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG) in Ukrainian universities, especially in the eastern part of the country.
III. PILLAR: Material support for Ukrainian educational institutions
Projects under Pillar III responded primary to the difficult situation of educational institutions evacuated from the eastern regions of Ukraine. The support consisted mainly in the reconstruction of buildings and the provision of necessary equipment to these educational institutions.
